I left London this past Tuesday morning after a long weekend and wonderful Shabbat there, and landed in Madrid this afternoon, preparing to meet up with the Conference of Presidents mission here.  If anyone asks you what London and Madrid have in common besides both being in Europe, the answer is that, right at this moment, they're both cold and wet!

French District Inks Agreement With Palestinian Authority

Ile-de-France, the district of France that includes Paris, has signed a cooperation agreement with east Jerusalem, the city’s Palestinian district.

The agreement between Ile-de-France and the Palestinian Authority, which was approved on Sept. 28 and which will be signed this month, will send 300,000 euros for educational and social welfare programs to east Jerusalem, according to the Times of Israel.

The agreement undercuts Israel’s claim to east Jerusalem, which Israel considers part of its united capital.

Paris Mayor Under Fire For Respecting Yom Kippur

The mayor of Paris, Bertrand Delanoë, has come under criticism for adjuring city council talks early for the start of Yom Kippur.

Following the early suspension of deliberations at the Council of Paris on Tuesday, council member Gilles Alayrac said, “The mayor devotes too much attention to religious sensitivities.”

The newspaper Le Parisien also quoted Alayrac, a representative of the Radical Party of the Left, as saying that “only the Republican calendar matters.”

 An explosion at a kosher grocery shop near Paris, reportedly caused by a grenade, damaged the store and injured a shopper, French police said.

Police have not linked Wednesday afternoon’s attack to the release of caricatures hours earlier by a Paris weekly depicting the Muslim Prophet Muhammad, including one featuring a haredi Orthodox Jew and a religious Muslim.

 An explosion at a kosher grocery shop near Paris damaged the store and injured four people. Police have not linked Wednesday afternoon's attack to the release of caricatures hours earlier by a Paris weekly depicting the Muslim Prophet Muhammad, including one featuring a haredi Orthodox Jew and a religious Muslim.

One report said the blast was caused by a grenade while another said a package bomb was left at the store.
