In Limbo On The West Bank

Ramallah, West Bank — Walking through the sunny, well-kept streets of Deir Debwan, a half-hour outside Jerusalem, it is easy to see why this tony Arab enclave has been dubbed the Beverly Hills of the West Bank.

Thanks to the success of its far-flung sons and daughters, multi-level homes abound. Some have indoor swimming pools. And at one time or another, nearly half the town’s 8,000 residents have lived in the United States.

Jerusalem — While British Prime Minister Tony Blair practically did cartwheels to avoid courting controversy during his visit to Israel this week, New York City Council Speaker Peter Vallone, also on a whirlwind tour, took no such precautions.

Cloak & Dagger Man Uncloaked

In 1980, he played a key role in secreting a homing device in Iraq’s Osirak nuclear facility so Israeli bombers could target it unerringly.

During the 1973 Yom Kippur War, he dived daringly into Beirut’s harbor and blew up the underwater communications cables connecting Syria and Egypt.

Conversion Institutes Get The Go-Ahead

Despite criticism from the right and the left, a special Israeli cabinet subcommittee adopted the recommendations of the Neeman Commission this week and authorized the first of several planned conversion institutes, to open in Beersheva this spring.

Professor Binyamin Ish-Shalom, a respected educator and scholar, was named to head the institute. The board of directors will have seven members — five Orthodox, one Conservative and one Reform.

Cabinet Votes To Withdraw From Lebanon

Israel’s inner cabinet made official what its prime minister and defense minister have been proposing in recent weeks — Israel’s army will conditionally withdraw from southern Lebanon in accordance with a 20-year-old United Nations resolution.
But Israel’s ambassador to the United Nations, Dore Gold, said the UN has not been asked to play a role in the withdrawal.

Washington and Jerusalem appeared on a collision course this week as the Clinton administration pressed forward with a series of proposals for ending the Israeli-Palestinian stalemate that the Netanyahu government regards as dangerous and intrusive.
