Israeli Pediatric Group Calls For End To Circumcision-Related Rite

The Israel Ambulatory Pediatric Association is calling for an end to a controversial circumcision-related rite that is also under fire in New York.

Direct oral-genital suction, known as metzitzah b’peh, should not be performed during Jewish ritual circumcision, the IAPA said. The association is calling on Israel’s Health Ministry to require maternity wards and clinics to advise parents against metzitzah b’peh, Israeli media reported.

Germans Launch Pro-Circumcision Petition

Two Jews and a Muslim in Germany have started a pro-circumcision campaign to counter a Cologne district court ruling that bans the practice.

Called “together against snipping off our rights,” the petition already has 300 signatures, according to The Local, a German publication. Its organizers -- Mike Delberg, Michael Groys and Anil Celik -- plan to send it to the German government when it reaches 1,000 signatures.

Last month, the Cologne court ruled against non-medical circumcision for young boys on the grounds that circumcision causes grievous bodily harm.

Rabbis Urge German Jews To Resist Circumcision Ruling

Europe's main Orthodox rabbinical body is urging Jews in Germany to uphold the commandment to circumcise newborn sons, despite a court ruling in Germany that said circumcising young boys could be considered a criminal act.

Rabbi Pinchas Goldschmidt, president of the Conference of European Rabbis, said his organization is ready to back Jews in challenging the May ruling by a Cologne district court, which Jewish groups see as symptomatic of a trend across Europe against some Jewish rituals. The group held an emergency meeting this week in Berlin.

Brooklyn DA Looking Into Infant's Death From Controversial Bris Practice

After the death of an infant who contracted herpes during a controversial circumcision practice, the Brooklyn District Attorney’s office said it is investigating the case as a possible criminal matter.

Jerry Schmetterer, the spokesman for Brooklyn DA Charles Hynes, told The Jewish Week Monday, “Our Crimes Against Children Bureau is looking into this situation. I would not assume what any possible charges would be.”

Calif. Congressman to Introduce Bill Protecting Circumcision

WASHINGTON (JTA) -- U.S. Rep. Brad Sherman will introduce a bill to prevent cities from banning male circumcision, the California lawmaker's office said.

Sherman's bill, which his office announced Tuesday, comes in response to a measure that qualified recently for the November ballot in San Francisco that would outlaw the circumcision of males under the age of 18, making it punishable by a $1,000 fine and a one-year prison term.

Santa Monica Anti-Circumcision Backer Drops Ballot Measure Bid

(JTA) -- The main backer of a ballot measure to ban circumcision in Santa Monica has dropped the effort over its perceived attack on religious freedom.

Jena Troutman told the Jewish Journal Monday afternoon that she would withdraw the proposed ballot initiative to prohibit "Genital Cutting of Male Minors," which she submitted to the Santa Monica City Clerk on May 19, the newspaper reported on its website.

SAN FRANCISCO (JTA) -- In November, San Franciscans will vote on a ballot measure that would outlaw circumcision on boys under the age of 18.

Although experts say it is highly unlikely the measure will pass -- very few state propositions pass, much less one this controversial -- the mere fact that it reached the ballot, and in such a major city, has caused much concern for Jews and their allies.

S.F. Archbishop Raps Proposed Circumcision Ban

Archbishop George Niederauer condemned the initiative in a May 23 letter sent to the San Francisco Chronicle, his archdiocese’s newspaper reported.

Religious freedom is both precious and precarious. Case in point: the circumcision ban that will be on the ballot as a referendum in San Francisco in November.

The proposed measure would make it unlawful to perform a ceremony critical to the identity of Jews; worse, it states that “no account shall be taken of the effect on the person on whom the operation is to be performed of any belief on the part of that or any other person that the operation is required as a matter of custom or ritual.”

Talk about blatant violations of the First Amendment.

San Francisco Circumcision Ban Likely for November Ballot

SAN FRANCISCO (JTA) -- A proposal to ban circumcision in San Francisco looks likely for the November ballot.

A group opposed to male circumcision told Reuters that it had collected more than enough signatures on petitions to qualify their proposal for the Nov. 8 vote.

The measure, which would apply only in the city of San Francisco, would make it a misdemeanor crime to circumcise a boy before he is 18 years old. The maximum penalty would be a year in jail and a $1,000 fine. Circumcisions would be permitted only for medical reasons.
