Why did the Netanyahu government greet Biden with a bunch in the gut?

Was the Netanyahu government sending a message when it welcomed Vice President Joe Biden to town with a sucker punch announcement about new building in an East Jerusalem neighborhood  (see this earlier Political Insider item, and Janine Zacharia's excellent piece in today's Washington Post).

Or was this another sign of a government that can barely be called a “coalition,” with different ministers playing on different game boards, with sometimes conflicting agendas?

The best take on this so far: today's Jerusalem Post item by blogger Shmuel Rosner, who said the issue isn't the usual “right-left” debate over Jerusalem, but “about the competence of the Netanyahu government.”
